The Homeland Security Advanced Research Projects Agency (HSARPA) is sponsoring a Bidders Conference to discuss Broad
Agency Announcement
(BAA) 04-02: Detection Systems for Radiological and Nuclear Countermeasure (DSRNC).The BAA will be available on January
30th, or shortly thereafter.
A critical area of focus for Department of Homeland Security's Science and Technology Directorate (DHS S&T) is the
development of radiological and nuclear countermeasure systems that improve our
capability to address the threat of a radiological dispersal device (RDD), an improvised nuclear device (IND), or a nuclear
weapon being used by terrorists within the US.DHS S&T is implementing a comprehensive systems approach that emphasizes
early detection and effective intervention capabilities at the Federal, state, and local levels, as well as post-event
capabilities for remediation.Under the DSRNC program BAA, HSARPA solicits detector systems that will
contribute to an overall system of countermeasures.The goals of the DSRNC program are to perform the underlying research
and development (R&D) to improve existing deployed systems, and to develop new
systems for the detection of nuclear and radiological materials.
These detector systems must provide a high confidence in detection of nuclear material - even when shielded - while
maintaining a low rate of false and nuisance alarms.The attributes desired for these detection systems include the following:
- Ability to detect shielded Special Nuclear Material (SNM);
- High probability of detection of threat materials with a minimum of nuisance alarms and a systematic approach to
handle nuisance alarms properly; and
- Total cost of ownership low enough to allow systems to be proliferated around points of entry and at critical nodes.
